seeeking a car rooftop basket system for 1999 Subaru Forrester car rack siderails

I am seeking a car rooftop basket system for 1999 Subaru Forrester car rack siderails. The basket will be mainly used to transport luggage or extra gear in a waterproof roof bag. When not using the roof basket for luggage gear, I would like to carry at least 2 bikes, maybe 3 bikes tops. Plus during winter I want to know if skis/snowboards would also fit in the winter.
