You will need a multi-purpose base car rack system for your 97 Honda Civic so that you can attach either the cargo box or the roof bag to the base rack crossbars. My only recommendation for using a roof box to carry clothing would be the Thule 682 SideKick. It has a similar price to the 866 Escape bag and is waterproof. But still it doesn't offer as much carrying capacity or the storage convenience of the cargo bag option.
