I really like these soft luggage bags because they are just so easy to work with compared to the hard plastic cargo roof boxes. Either way you will first need a multi-purpose base rack system that you can attach the luggage carrier to. Thule Racks makes the 400XT Aero car rack system which is perfect for your Plymouth Neon. Make sure you get the set of FitKit 2056 Clips which are designed for your car specifically. It also includes a set of four 400XT feet and a pair of cross bars, get the 50 inch bar length for your car. This is a really easy car rack system to install. Once this is on you can then connect of Thule Racks luggage bags to the pair of 400XT cross bars. The two I would recommend are the Thule 630 Ranger 90 bag and the Thule 866 Escape II bag. The 630 Ranger sits on top of the crossbars and doesn't touch your roof top. It has a firm base. This is a good solution if you are carrying anything that could possibly bounce up and down in the bag and dent the car roof or anything. The 866 Escape 2 bag rests right on the roof top and has a soft base and is good if you aren't carrying anything that would possibly bounce up and down and dent the roof or something. Both bags are great in the rain too!
