That's a question that the car rack manufacturers have pretty well dodged until you came along and asked it jjackson. All the makers of roof bags use terms like 'all weather resistant' and 'solid water resistance'. However, they stop short of making the claim of being 'fully waterproof'. This is the big concern in my opinion when choosing a roof rack cargo / luggage bag. I'll tell ya the best ones on the market are the Thule 866 Escape bag - features maximum water resistance with taped seam construction and also made of heavy-duty tarpaulin; the Thule 630 Ranger - made of waterproof materials and taped seam construction to keep contents dry; 7167 Yakima GetOut Pro cargo roof bag - weather resistant sealed seams and construction. Personally, I haven't heard any complaints about water getting inside any of these cartop roof bags so you should be confident to go with any of these models. I think the car rack manufacturers are mostly worried about users not zipping up the bag entirely and then water gets in and they claim its not water-proof. yep that's my feeling...operator error so make sure you always zip the cartop roofbag up all the way just like the fly on yer pants!!!
