thule 554xt rack for surfboards is awesome
You might be able to go with one of those cheesy foam block racks or something for a cheap setup on a naked rootop. I don't have much experience with those, I'd be very wary of these if you are making any kind of long distance trip or if you plan to use the surfboard rack on any kind of regular basis. Have heard many horror stories about people losing gear of the roof top and also how long it takes to get the foam blocks strapped on everytime you want to carry gear.
If you value your surfboards you should get a set up that will transport them securely and stably. I think the Thule 554XT does the best job out there. You will have to install a base car rack system on your BMW 528i first however. I suggest the Thule 400XTR Rapid Aero roof rack system for your car. Make sure you get the 260 FitKit clips, these are made specifically for your roof top. This system also includes four 400XTR Rapid Aero feet that connect to FitKit clips and a pair of Rapid Aero load bars, go with the 47 inch length bars for your BMW. Then you can connect the awesome thule 554XT Hang-Two surfboard rack directly to the Rapid Aero load bars. The 554XT doesn't need any Xadapt adapters like some other Thule gear carriers require when connecting them to the Rapid Aero style load bars. The 554XT surfboard carrier will mount to these bars directly.
