hey there ranger99. Go with the Thule 400XT Aero Half Pack roof rack for your Ford Ranger cab roof first of all. It includes a pair of 56 Fit Kit Clips (these Thule Fit Kit Clips are specific to your 1999 Ford Ranger), two upright 400XT Feet and a single load bar. Choose the 58inch load bar length.
Secondly, you can then attach the Thule 997 Goal Post to the rear 2 inch hitch receiver. This is an excellent t-bar style rack and comes with a 58 inch load bar included.
