off set the crossbars on base rack so surfboard rack sits to the side of antenna
Your antenna on your 03 vw passat won't impede carrying a surfboard if you just slightly offset the base rack crossbars so the surfboard rack sits a little bit more off to the side and clears the antenna.
For instance you could use the Yakima Q Towers roof rack base system as the multi-purpose platform to attach the surfboard rack to. The Q Towers system comes with a set of Q Clips (the Yakima Q99 clips are the one you want for the 03 volkswagon passat) and Q Towers that you connect the pair of crossbars to. Get the 48 inch crossbars but when you attach them to the Q Towers just slide the bars over more to one side. Then you can attach the Yakima StrapThang surfboard rack to on the side of the bars with more of the bar end extending from the Q Towers. That way when the system sits on the volkswagen passat roof the Yakima Strap Thang surfboard rack will be off to the side of the antenna.
